Canada's Immigration, Refugees and Citizenship Canada (IRCC) online portal is one of the most specific government systems in the world when it comes to photo upload requirements. For Permanent Residence applications via Express Entry, the portal enforces a minimum of 420×540 pixels, but for certain PR categories the minimum jumps to 715×1000 pixels — and file size must fall between 420 KB and 4 MB.

A common mistake is submitting a photo that looks high-quality but falls below the minimum pixel dimension — IRCC's automated validator rejects these immediately without flagging which specific rule was violated, leaving applicants confused about the error.

Canada Rejection Prevention Checklist

  • Minimum 715×1000 px for Express Entry PR: IRCC's PR portal enforces a higher minimum resolution than the standard study/work permit portal. A photo that passes for a visitor visa may be rejected for your PR application.
  • No AI Retouching: IRCC explicitly prohibits photos enhanced with AI tools, beauty filters, or digital smoothing. This is actively enforced by their biometric system.
  • File Size Must Be At Least 420 KB: Unlike most portals that only set a maximum, IRCC also sets a minimum of 420 KB. Photos that are too small (too compressed) are rejected alongside those that are too large.
  • 70–80% Face Fill: Your face must fill between 70% and 80% of the frame. A photo taken from too far away (face filling less than 70%) or too close (over 80%) will fail validation.
  • PDF Legibility for ECA Reports: Educational Credential Assessment (ECA) reports compressed too aggressively may lose readability on seals and watermarks. Test at 200% zoom before submitting.

What is the minimum photo size for IRCC Express Entry PR applications?

For Express Entry Permanent Residence, IRCC requires a minimum photo size of 715×1000 pixels (or equivalent for the 50×70 mm print standard). The file must be between 420 KB and 4 MB in JPEG format. Note that this is stricter than the standard IRCC portal for visitor visas, which accepts a minimum of 420×540 pixels.

Why does IRCC reject photos that are too small in file size?
